Mayor Nestor Archival has directed the Cebu City Police Office to step up monitoring of illegal gambling. The order targets operators who run games without proper permits or licenses.
Archival gave the directive during a briefing with police officials. Attendees included CCPO Officer-in-Charge Col. Ricky Sumalde and City Councilor Paul Labra.
Police from all 13 city stations were told to check permits for several types of games. These include small town lottery, Lotto, e-Sabong and cockfighting.
What Police Will Check
Officers will confirm whether operators hold valid permits, licenses and clearances. This applies to all gambling activities listed in the mayor’s order.
Cockfighting events will also be checked against Cebu City Ordinance 1447. That ordinance was later amended by City Ordinance 2806.
The rules cover licensing for cockpits, allowed activities and requirements for cockfighting officials. They also set limits on where such events can be held.
The directive follows an incident at a barangay fiesta. Police arrested around 50 people there for alleged illegal gambling tied to a cockfighting event.
Organizers of that event said they had already obtained a city permit. The case has raised questions about what permits actually cover under national law.
City Councilor Alvin Arcilla has proposed a resolution in response. It asks the City Council Committee on Laws to study whether the city can regulate fiesta cockfighting.
The review would also aim to give clearer guidance to barangay officials and fiesta organizers. It would clarify if a city permit alone is enough to authorize gambling activities.
Small town lottery, known as STL, is run under the Philippine Charity Sweepstakes Office. Unauthorized groups sometimes use its name without approval, which remains a concern for enforcement.
E-Sabong, or online cockfighting, was banned nationwide in 2022. Regular in-person cockfighting is still legal, but only under regulated conditions.
Other Gambling Cases In Cebu
The city has dealt with other gambling cases this year. In March, police arrested four Korean nationals running an illegal online gambling operation.
Those arrests were made under Republic Act 9287 and the Cybercrime Prevention Act. In June, police also arrested 11 people accused of acting as swertres ushers.
Those arrests happened in Danao City, Talisay City and Liloan. Police seized betting slips and cash believed to be proceeds from illegal gambling.
At the national level, Senator Francis “Chiz” Escudero filed Senate Bill 2347. The bill would ban gambling related advertisements and sponsorships across the country.
That bill is still under review by lawmakers. It would work alongside local enforcement efforts already underway in Cebu City.
The Cebu City Police Office is now expected to carry out the mayor’s order. Each of the 13 stations will verify permits and licenses for operators in their area.
The City Council Committee on Laws will also review the proposed rules for fiesta cockfighting. That review could shape how such events are handled going forward.
