Finland has approved its first 12 online gambling licences. The approvals come ahead of the country’s planned market opening on 1 July 2027.
The information was provided by the National Police Board, which handles the licensing process. The details were shared with industry outlet iGB.
This is the first time the regulator itself has confirmed the approvals. Before this, some companies had announced their own licences.
One of those companies was Wildz. The operator had previously said it received approval to offer online gaming in Finland.
The licences are part of Finland’s move from a state monopoly to a competitive online gambling market. Licensing is one of the final steps before that market opens.
Which Companies Have Received Licences
The National Police Board named the 12 companies approved so far. The list includes Hippos ATG Oy, Sunflower Gaming Limited, and Granturo Finland Ltd, which is part of Wildz Group.
Skill On Net Ltd, SuomiVeto Oy, and Cloudberry Ent Limited are also on the list. SixthSpin Limited and KuuFlip Limited have been approved as well.
The remaining approved operators are RocketLily Ent Limited, Nivei Ursi Limited, YTBlue Limited, and Buccone Trading Limited. All 12 plan to enter the Finnish market when it opens to competition next summer.
The regulator has not rejected any applications so far. Every decision made to date has been an approval.
Applications Continue to Arrive
The number of companies seeking licences keeps growing. As of 26 October, the National Police Board had received 79 licence applications.
That means 67 applications have not yet received a decision. The regulator continues to process them.
Veikkaus, the state-owned company that currently holds Finland’s gambling monopoly, is not among the confirmed licence holders. The company has submitted an application.
Under the current system, Veikkaus is the only company allowed to offer gambling in Finland. That will change for online gambling when the new market opens.
Under the new rules, online gambling will be open to private companies. Licensed operators will be able to compete for Finnish players.
Veikkaus will still keep some exclusive rights. It will remain the only provider of lotteries, scratch cards, and land-based gaming machines.
The market is scheduled to open on 1 July 2027. Operators that receive licences before then will be able to launch once competition begins.
As of 26 October 2026, Finland has granted 12 online gambling licences from 79 applications, with no rejections recorded and Veikkaus still awaiting a decision.
